CLEARING PROBLEMS IN TERMS OF PREMISES, PRIORITIZING INVESTMENT ATTRACTION

At the meeting with the Management Board of the Provincial Economic Zone on March 16, Mr. Ho Quoc Dung – Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Council – requested the unit to review all general and detailed plans and immediately modify unreasonable plans to save land resources; Focus on immediately solving problems in compensation and site clearance for investment projects, especially key projects. Review and improve procedures to attract investment; closely coordinate in the management of land, natural resources and minerals.

The Becamex VSIP Binh Dinh Industrial, Urban, and Service Complex project (Nhon Hoi EZ) – one of the key projects of the province – is currently facing problems with compensation and site clearance.

According to the report of the Management Board of the Provincial Economic Zone (EZ), in 2020 and the first quarter of 2021, the unit has achieved important results in planning and construction management; compensation and site clearance work; construction of technical infrastructure works in Nhon Hoi EZ; attracting investment and implementing investment projects; environmental resource management, etc.

Notably, the unit has organized the preparation, submitting for approval, and public announcement of the zoning planning project of 1/2000 scale for subdivisions 3, 4, 5, 6, 7 of Nhon Hoi EZ; has appraised and submitted 16 detailed plans of 1/500 scale for investment projects in EZs and Industrial Parks (IPs).

Compensation and site clearance work has been carried out for 20 projects and is still facing problems in 5 projects. Up to now, in Nhon Hoi EZ and IPs, there are 377 projects with total registered investment capital of 97,220 billion VND, in which the realized investment capital is 30,086 billion VND (accounting for 30.5%).

Choose a competent and dedicated person to do the site clearance work
Regarding the key task in 2021, in addition to investment attraction, the Provincial Economic Zone Management Board has carried out a series of important activities on planning, investment attraction, resource and mineral management, etc. In particular, one of the key priorities is speeding up the investment progress of infrastructure construction in Becamex VSIP Binh Dinh Industrial Park so that by September, the technical infrastructure of 175 ha will be completed to allocate land to 10-12 secondary investors to invest in the construction of industrial production projects.

However, Mr. Phan Viet Hung, Deputy Head of the Provincial EZ Management Board, said that there were still many problems in compensation and site clearance related to the implementation of infrastructure and investment projects. The Provincial EZ Management Board proposed the province direct to strengthen the responsibilities of the Party committees and local authorities related to the performance of site clearance tasks; strengthen land management, promptly handle land encroachment and occupation, and improper land use; settle petitions and complaints of people related to the origin of land use in time, support to speed up the confirmation of land origin.

Mr. Dao Van Khoi, Head of the Provincial Site Clearance Board, said: Particularly for the Becamex VSIP Binh Dinh project, up to now, an inventory of 909.17/1,000 hectares of land of the industrial park has been made. The Board has coordinated with the Management Board of the EZ, Van Canh district, and the Investor to carry out compensation for site clearance to deliver clean land in Phase 1 to investors. “However, the biggest problem now is that the confirmation of land origin and the resolution of land disputes under local jurisdiction is very slow. Van Canh district has not yet issued a decision on land acquisition for households and individuals under the compensation and support plan approved by the Provincial People’s Committee,” said Mr. Khoi.

Secretary of the Provincial Party Committee Ho Quoc Dung also said that site clearance was still a weak point so the Provincial EZ Management Board had to coordinate with other departments, agencies, sectors, and localities to immediately solve problems and focus on prioritizing key projects such as Becamex VSIP Binh Dinh, Vinh Hoi resort, Tini Dream entertainment, high-rise hotels of Zone 1 (Nhon Ly – Cat Tien), and the upcoming Hai Giang project, etc.

“The Management Board of the Provincial EZ has to choose really capable and enthusiastic staff who know how to do and how to coordinate in the work of compensation and site clearance. When it comes to difficulties, there are always so many difficulties but the problem is that we must be determined to do it. As for leaving a series of key projects delayed due to the current site clearance problems, all others will be jammed .” Secretary Ho Quoc Dung emphasized.

Review planning, prioritize investment attraction
Besides congestion on site clearance, as for the situation that some projects are delayed due to planning, the Secretary of the Provincial Party Committee requests the Provincial EZ Management Board to review all plans of EZs and IPs, and immediately modify the unreasonable planning; Expeditiously work out the remaining plans of subdivisions 1, 2, 8 of Nhon Hoi EZ; Coordinate with the Department of Construction, the People’s Committee of Phu Cat district to calculate the land fund plan for the entire sea surface of Cat Tien town (Phu Cat district), ensuring the gateway area of Nhon Hoi EZ. “Land planning must also be considered for the long term, especially, not to conflict with the interests of the people,” noted the Secretary of the Provincial Party Committee.

Interested in attracting investment in EZs and IPs, the Secretary of the Provincial Party Committee requests to review and improve investment attraction procedures; withdraw all projects that are behind schedule or occupying the land. Along with that, the Provincial EZ Management Board must step up support for investors, giving priority to large projects such as Hai Giang Merry Land resort, Vinh Hoi resort, Becamex VSIP Binh Dinh, etc. “In addition, strengthen the management of land, natural resources and minerals. In the immediate future, it is necessary to coordinate with the People’s Committees of Tuy Phuoc, Phu Cat, and Van Canh districts to coerce the remaining 56 cases of land encroachment and illegal construction in Nhon Hoi EZ. In case any district or commune does not cooperate in implementation, it will be reported to the Provincial People’s Committee for handling”, emphasized Secretary of the Provincial Party Committee Ho Quoc Dung.
